Step 7B — Align Agency BudgetAfter the organization aligns its programs with the strategic direction, it must also synchronize the budget so that resources are appropriately allocated. This step involves assigning funds to each of the strategic programs. Dedicating resources is especially important to accomplish the related strategic goals. In the competition for organizational funds, strategic work is frequently starved in favor of routine or transactional work. The idea here is that funds must be allocated deliberately for the strategic goals since we have determined that they are high priority. The attached worksheet in this section allows earmarking financial and people resources in order to teach the strategic goal. Take great care to account for any hidden or normally unexpected costs; unplanned expenditures can put the strategic program at risk. The worksheet is a continuation of the worksheet in 7a Align Programs. This is intentional because the program alignment and budget information should travel together so that the document answers the "why" and "how much" of each strategic program. |
