Step 5 — Review and Adopt the Strategic Plan and Develop an Effective Implementation ProcessThis step involves confirming broad-based consensus and support for the strategic plan. If the planning process has been effective, the planning group will have had extensive discussions throughout the organization and should have achieved significant consensus regarding the plan. Formal adoption, however, is more than a ceremony. It is the initial commitment to align human and financial resources to support plan execution. All organizational members should express willingness to assume accountability for making the plan work. As with any well-done plan, the elements should specify the who, what, when, where, how and why of the work that will be done during implementation so that everyone in the organization is clear regarding how they will contribute to success. This will assure that both internal and external stakeholders can clearly discern the public value created by effectively carrying out the strategic plan. |
