North Carolina Office of State Personnel Diversity Commitment Statement

  • The Office of State Personnel (OSP) is a valued strategic partner to North Carolina's General Assembly, agencies and universities and serves these entities as an expert in Human Resource Systems. As such, OSP strives to be a leader in the public sector in our application of best practices and innovations. 
  • Cultivating an open, inclusive environment that values ideas and opinions from contributing employees at all levels of the organization is critical for the success of our mission to research, design, and develop human resource management practices that state agencies adopt and use to hire, develop, motivate, and retain a productive, diverse, and innovative workforce capable of achieving the agencies’ strategic objectives.  Diversity and inclusion are strategic imperatives at the Office of State Personnel. 
  • OSP measures its progress through established dashboards designed to monitor areas such as percent of employees eligible for retirement; salary by race and gender, percent of employees receiving salary increases by race and gender, new hires completing probationary periods, etc. These dashboards make agencies actively aware of their status in each considered area which, in turn, allows them to make strategic changes where needed.
  • North Carolina, hosting 9.3 million inhabitants, is currently the 10th most populous state in the union and is projected to be ranked 8th largest among the 50 states and the District of Columbia in population within the next eight years.  North Carolina is also home to a wide array of people hailing from every continent on the earth.  This population serves as the recruitment base for OSP, our agencies and universities. 
  • Managing workplace diversity is a process of inclusion and respect for differences; it means achieving excellent individual and group performance by recognizing and celebrating each employee's unique contribution toward meeting the organization's business objectives.  It includes the traditional diversity definitions encompassing our individuality, but also includes education, cultural background, global experiences, etc.  A diverse and inclusive work environment also enables our people to contribute to the success of the agency.  OSP believes that management's ability to respect, value and manage employee differences is essential to attracting diverse employees, and building diverse, high-performing teams, which will allow us to more effectively and competitively serve our customers, clients and citizens. 
  • Our commitment to diversity is continuous.  Through the Office of State Personnel's Special Emphasis Programs, Diversity Advocacy Partnership Council, Mentoring Programs, monitoring programs and the Equal Employment Opportunity Institute (EEOI), we constantly identify and act on those opportunities that will fortify our climate of diversity and inclusion, and deliver the best performance for our customers, clients, citizens, and employees.  While we believe that workforce diversity should reflect our changing demographics, we also believe fostering and promoting an inclusive environment is essential for the state to gain a competitive business advantage; enhance our talent acquisition and management programs; and provide our workforce with an improved public image.
